
Dr. Çağrı Emin Şahin
Dr. Çağrı Emin Şahin is a physician specialized in health policy, public health management, and epidemiology. He graduated from Istanbul University, Istanbul Faculty of Medicine, and subsequently served in various technical positions within the Istanbul Public Health Directorate, including as Director of the Sultangazi Community Health Center. His early career focused on strengthening primary healthcare services and expanding community-based health interventions.
He later joined the Ministry of Health’s Field Epidemiology Training Program, working for two years within national outbreak response teams. During this period, he completed his PhD in Public Health with a dissertation titled “Cost-Effectiveness Evaluation of Introducing the HPV Vaccine into the National Immunization Program.” He is currently pursuing his second doctorate, in Epidemiology, at Istanbul Medipol University.
Between 2019 and 2023, Dr. Şahin served at the Department of Vaccine-Preventable Diseases of the Public Health General Directorate, where he contributed to surveillance programs, logistical planning, and the development of immunization strategies. In April 2023, he transitioned to academia as an Assistant Professor at the Public Health Department of the Gülhane Faculty of Medicine, University of Health Sciences.
Alongside his academic and professional work, he has collaborated with various national and international NGOs on health, education, and humanitarian aid projects. During his student years, he served on the board of Young Doctors Worldwide. He has also provided consultancy for R&D projects in health technology companies and acted as a reviewer for youth projects within the Turkish National Agency.
Dr. Şahin’s areas of expertise include immunization, health economics, public health emergencies, health informatics, health policy, health promotion, and global health practices. He has authored numerous scientific publications and presentations and regularly delivers trainings and seminars at national and international platforms, contributing as a trainer to capacity-building programs for health professionals.
Married with two children, Dr. Çağrı Emin Şahin served as the Head of Monitoring and Evaluation Department and Acting Head of Health Promotion Department at the Directorate General of Health Promotion between September 2024 and November 2025. Since November 2025, he has been serving as Deputy Director General of Health Promotion.
